Valerie Rodriguez, left, has an outline of her body drawn by a classmate at the Head Start program at the George Miller Children’s Center in Richmond, California. The George Miller Head Start program is well-performing but has been caught up in a bureaucracy that forces them to re-apply for federal funding. This is due to new federal regulations requiring 1,600 Head Start and Early Start centers to meet higher quality benchmarks, including the mandate that the lowest-performing centers reapply/re-compete for their federal funding.
