A homeless man sleeps outside the civic center in Berkeley, California. Berkeley’s city council has approved a ballot measure, Measure S, for the upcoming November election, which would would prohibit sitting on the sidewalk from 7 a.m. to 10 p.m. in commercial areas throughout the city. Supporters, including many business owners, say panhandlers and homeless people who loiter on sidewalks keep business away. Berkeley has long been a bastion for liberal politics and civil rights movements and opponents of the measure say it violates civil rights and is counter to the city’s philosophy.
