Nathaniel Mansfield, 27, shows scars from shootings in 2007 and 2011 during a PACT (Parole and Community Team) meeting with at youths on probation at a center at Verdese Carter Park in Elmhurst neighborhood of Oakland, California. Mr. Mansfield said, “I’m not cool because I got shot. It just makes me a jerk who made stupid decisions.” A crime surge in Oakland sent last year’s murder rate to its highest level in six years and has residents questioning the Oakland Police Department’s competence even as the city tries to hire more police officers.
